The Charitable Immunity and Liability Act of 1987 expressly limits responsibility for torts committed by charitable organizations. Similarly, government agencies and quasi-government organizations are immune. Nevertheless, average residents remain responsible for their personal choices when deciding if rendering assistance to someone in need may cost more, in the long run, than doing nothing at all. Also note, that liability for torts committed assisting another are discharable in bankruptcy in most circumstances.
